Environment Agency Flood Risk Categories Explained

The Environment Agency uses predictive hydrological modelling to calculate the statistical annual chance of flooding for every square metre in England. The four statutory classifications are:

Surface Water Flooding (Pluvial)

Surface water flooding occurs when intense, sudden rainfall overwhelms urban drainage infrastructure, road gullies, and natural soakaways. Unlike river flooding, surface water flash floods can happen miles away from any river or coastline, on hilltops and paved urban areas.

River & Coastal Flooding (Fluvial/Tidal)

Fluvial flooding occurs when a river or watercourse bursts its banks following prolonged rainfall or snowmelt across an entire river basin. Coastal flooding is driven by high spring tides combined with low-pressure storm surges. Both are managed through statutory flood defence assets.
