Official VOA Guidance • England & Wales

Could You Be Owed a Council Tax Rebate?

Council Tax bands were set using property values from 1991 (2003 in Wales) — errors are common. If your band is wrong, you may be entitled to a refund backdated to when you moved in.

Step 1: Check Your Billing Authority & Band Valuation Benchmark

Enter your property postcode to identify your official billing council and see the statutory historical price bracket applied to your band.

Band D Historical Valuation BenchmarkApril 1991 Price List
By law, Band D properties in England had an estimated value of £68,001 to £88,000 on 1 April 1991.

Was your home worth less than this threshold on the valuation date? Or are identical neighbouring properties on your street in a lower band? If so, you may have grounds for an informal review or formal proposal with the Valuation Office Agency.

How Likely Is a Successful Challenge?

Real data from official government statistics proves band challenges have a high success rate with minimal risk of an increase.

37%
Informal Reviews Succeed

VOA data for the year ending March 2024 shows 13,270 informal reviews submitted, of which 4,960 resulted in a lower band.

62%
Stay the Same

The vast majority of unadjusted cases simply remain in their existing band with no change or penalty to the homeowner.

0.07%
Just 0.07% Result in an INCREASE

Fear of an increase is the primary barrier for taxpayers, yet official figures confirm it occurs in fewer than 1 in 1,400 challenges.

£100m+
Refunded to Challengers

Over £100m has been refunded to successful challengers historically, per investigative reporting by MoneySavingExpert.

Two Types of Council Tax Challenge

Depending on how long you have lived in your home and whether your circumstances have changed, the VOA provides two distinct pathways:

Band Review (Informal)Most Common
  • Available if you have paid Council Tax on the property for more than 6 months.
  • There is no statutory legal right to a formal response, but the VOA routinely reviews cases supported by clear comparable evidence.
  • Accounts for the highest volume of band challenges submitted by UK homeowners and tenants.
Recommended if you are an established resident with good evidence.
Formal ProposalStatutory Right
  • Only available in specific circumstances: you have lived in the property for under 6 months, OR the VOA notified you of a band change in the last 6 months, OR there has been a physical change to the local area (e.g. major demolition or planning alteration).
  • By law, the VOA must formally review your band and issue a legal decision if you submit a valid proposal.
  • Decisions can be escalated to an independent Valuation Tribunal if you disagree with the outcome.
Strict statutory deadlines apply — must be lodged within 6 months.
Important Rule: You must continue paying your current Council Tax installments on time while any challenge is in progress. If successful, the difference is refunded in cash or credited directly to your billing account.

How to Build Your Case

The Valuation Office Agency decides challenges purely on factual evidence. Before submitting, gather these three core pieces of documentation:

1

Compare Neighbouring Bands

Check the registered band of identical or similar properties on your street. If identical semi-detached houses or flats in your block are in Band C while you are in Band D, this forms your strongest primary evidence.

2

Estimate 1991 Valuation

Council Tax bands in England are based strictly on what your property would have sold for in April 1991 (April 2003 in Wales) — not its current market value. Check historical Land Registry Price Paid records from that era.

3

Note Structural Changes

Document any historical alterations. If the property was converted, split, or negatively impacted by major local infrastructure changes that reduced its amenity since 1991, document this with photos and planning records.

How to Actually Challenge Your Band (5 Steps)

Follow this statutory step-by-step procedure to lodge your review directly with the government:

1
Check your current band on GOV.UK

Search the official Valuation Office Agency list to verify the exact band registered for your property and your immediate neighbours on the same road.

2
Gather your evidence

Compile addresses and bands of 3 to 5 neighbouring properties of similar size, age, and design that are in a lower band, plus any 1991 price paid records.

3
Submit your challenge directly to the VOA

Use the official GOV.UK online challenge portal. The service is 100% free — you do not need to hire or pay a third-party claims management agency.

4
Continue paying your current Council Tax while you wait

Do not withhold or adjust your direct debits. You are legally required to keep paying your existing bill while the VOA examines your case.

5
If successful, receive your refund or credit

Once the VOA lowers your band, they notify your local council. The council recalculates your liability from the date you moved in and sends a lump-sum refund or applies a credit note.

You do not need to pay a company to challenge your band on your behalf.

This is an entirely free public statutory process that you can complete yourself directly with the Valuation Office Agency. Private rebate companies frequently take up to 30%–40% + VAT of any refund for doing nothing more than submitting the same online GOV.UK form.

Other Ways to Reduce Your Council Tax
